International Conference "University, Science, Business in Modern Open
Information Society" NSU, Novosibirsk, Russia October 23-25, 2001
First Announcement
In order to coordinate the efforts in training specialists in the field of high
technologies, to integrate facilities of universities, science, industry and
business in Russia, to support domestic education, research and economics, and
trying to provide the most favorable conditions for the development and
realization of personal abilities of an individual, the Ministry of Education of
the Russian Federation, the Novosibirsk State University, the Siberian Branch of
the Russian Academy of Sciences and the Administration of the Novosibirsk
Region, with leading high-tech companies of Russia participating, announce an
International Conference "University, Science, Business in Modern Open
Information Society" (USB-2001) to be held 23-25 October, 2001 in Akademgorodok
(an academic town near Novosibirsk)
The following events will take place during these days:
-
A Workshop of the Ministry of Education of the Russian Federation on training
specialists in modern information technologies.
-
An International Symposium "University, Science, Business".
-
Presentation of high-tech projects, "round tables" on relevant issues.
The following issues and topics to be discussed during the Conference:
- Concept of creating federal centers on basic disciplines of the computer cycle,
development and approbation of new mechanisms of drawing financial resources of
hardware and software companies.
- Mechanisms of involving industry and high-tech business in the development
of educational and research potential of Russia.
- Shaping manpower resources and creation of IT market in Russia. Coordination of
efforts of universities, Russian Academy of Sciences and IT companies; creation
of high-tech companies at universities for preserving and reproducing the IT
manpower.
- Creation and control over educational standards for training IT specialists.
Interaction of RAS Institutes and universities with high-tech companies.
- State support of high-tech business, legal aspects and problems of licensing and
patenting high-tech developments. Concept of joint participation of
universities, RAS Institutes and leading high-tech companies in the Federal
Program "Electronic Russia".

Scope of the Symposium
The number of participants of the Symposium is limited to 100 in order to
provide a most efficient working atmosphere. Two types of talks are envisaged:
invited and contributed talks.

Materials of the Symposium
The materials will be handed out to participants during the registration (a
CD with the symposium materials).
Applications
You can get registered and fill out the application form for a talk
electronically at our web site:
http://usb2001.nsu.ru.
The deadline for registration and application for a talk is September
23, 2001. Invitations to the registered participants will be sent early
in October 2001. Registration fee is $300.
Publication
Proceedings will be published electronically. For this please provide an
extended abstract of your talk (no more than 2 pages) in a PDF format.
