Interdisciplinary Master Centre for Engineering Training

Novosibirsk State University starts training of personnel for innovative business and high technologies as well as researchers and designers of new technologies being trained at leading innovative companies and research centers. Training at the Сentre is performed by leading specialists of Novosibirsk Scientific Centre, Novosibirsk Academpark (Technology Park) and high-tech productions. Students are studying and have their practice in successful companies and enterprises creating a real competitive product. There is a special scholarship for students of the Centre. Our graduates have real opportunities of employment in the best companies and research centers of the region. Interdisciplinary Master Centre for Engineering Training of Novosibirsk State University enrolls students at master's degree programs in the following specialities: 010700 “Physics”, 020100 “Chemistry” and 230100 “Informatics and Computer Engineering” with engineering specialization.

Master’s program lasts 2 years. Classes start on September, 1.

Master Centre for Engineering Training enrolls bachelors and specialists from departments of Physics, Mathematics, Natural Science, and Information Technology of both Russian and foreign regional universities. Applicants are admitted on a competitive basis. Admission to Master’s program is carried out on the basis of oral interview that will be held at NSU from June 20 to July 10, 2011.

To be considered for admission applicants must submit the documents required to the reception desk of the director of Special Education and Research Center of NSU (PMS) (630090, Novosibirsk, 3 Lyapunov street). Enrolment documents will be accepted from June, 15 to June, 30 2011 from 10.00 to 17.00.

Training at Master Centre for Engineering Training is carried out on a budgetary basis, both for bachelors and specialists. Number of places at Master’s program is 15. The following documents are to be submitted before the interview:

  • Diploma of higher education institution and a copy of it
  • Addendum to the diploma and a copy of it
  • Four passport-size photographs
  • Standard Application Form (sample form is available at the website of NSU Department of Information Technology)

Regulations for admission

to Naster's degree program

  1. All applicants who have successfully completed training in one of the basic educational programs of higher education and received a diploma of higher education, issued by the university that has the certificate of state attestation or accreditation can enter the Master's program.
  2. Master's training at NSU is available for citizens of Russian Federation, foreign citizens and stateless persons without age restrictions and in accordance with the Russian legislation and regulations of the Ministry of Education and Science of the Russian Federation.
  3. Budgetary-paid Master's programs are available on a competitive basis for Russian citizens as well as citizens of foreign countries that have appropriate agreements with the Russian Federation. To be considered for admission the applicant must have a bachelor's or specialist's diploma and has not previously studied in a Master's program.
  4. Fee-paid Master's programs that suppose a full cost recovery at the expense of the sending party or from personal funds are also available on a competitive basis for applicants holding a Bachelor's, Specialist's or Master's degree.
  5. Overall plan for both state-subsidized and fee-paid admission to Master's program is determined and approved by the Academic Board of the University.
  6. Admission to Master's programs at NSU is carried out by the Admission Committees of the departments (hereinafter - AC) in accordance with the training areas.
  1. The Admissions Committee carries out:
  • reception and consideration of documents submitted by entering the master's degree program;
  • organization and holding entry examinations for applicants;
  • preparation of the draft order of enrollment (transfer, re-enrollment) to the master program of NSU.

Members of the Admissions Committee are recommended by the dean of the department and are to be approved by the Vice-Rector for Academic Affairs.

Applicants for Master's studies are required to provide the Admissions Committee with the following documents:

  • Application for admission (transfer or re-enrolment) addressed to the Rector indicating the selected master's program;
  • Bachelor’s or Specialist’s diploma with the diploma supplement;
  • Medical certificate of 086-U form;
  • Passport or other identity document, presented in person.

In addition, applicants may submit the following supporting documents of their academic success: recommendation letters from Academic Councils, Organizing Committees of conferences, renowned scientists etc. Applicants entering the master's degree program on a fee-paid basis, have to sign a contract and provide a document confirming their payment of tuition fees. Competitive entry tests for Master's program include:

  • examination in the major subject in accordance with the program selected;
  • interview within the chosen area.

Entry exams are conducted by Subject Committee of the department that includes no less than three Professors and Associate Professors.

The Subject Committee is to be approved by the order of the dean based on suggestions of chairs that provide training for master's programs.

Applicants admitted to Master's degree program at NSU are given a student identity card and student record book.

Administration of Master's degree program

  1. General management of Master's degree program at NSU is carried out by the Vice-Rector for Academic Affairs.
  2. Monitoring all aspects of implementation of Master's program in the department is carried out by the dean (or his\her deputy for Master’s programs), together with heads of the chairs involved in the program.
  3. Direct supervision on a specific master's program is implemented by the head of the master's program selected amongst Professors and Associate Professors of NSU and approved by Academic Board of the department.
  4. The head of a Master's program is developing a curriculum of the program; determines the content of courses on general scientific and special disciplines; holds responsibility for the quality of the Master's program; conducts an expert assessment and modification of master's theses subjects; in cooperation with heads of chairs supervises and controls the work of scientific supervisors of master's students.
  5. Each graduate student is provided with scientific supervisor from amongst highly qualified professionals (Doctors or Candidates of Science) performing research on the subject of the master's program. Appointment of the supervisor is carried out within two months from the date of enrollment upon recommendation of the Head of the Master's program. The appointment is documented by the department decree. The supervisor provides direct control of the scientific activities of the student, jointly develops individual plan of the student's research and controls the plan execution upon its approval. The supervisor also provides guidance to the student on preparation of his\her master's thesis. In terms of realization of master student's individual plan the supervisor is controlled by the head of the corresponding master's program. As a rule, a supervisor can simultaneously run no more than five master students.
  6. The procedure of Master's thesis defense is regulated by a separate provision, which is taken by the Academic Board of the Department.

Centre for Master's training of NSU

  1. Centre for Master's Training, hereinafter CENTRE, is opened at Novosibirsk State University to expand and improve the quality of NSU Master's programs. The Centre activities are regulated by special provisions taken by the Academic Board of NSU.
  2. The main objectives of the Centre are:
  • information, primarily promotional support for Master's programs of NSU;
  • methodological support of the faculty, sharing experiences between departments in implementing the Master's programs (methods and technology of training, testing, practice, etc.);
  • organization and carrying out interdisciplinary courses for the Master's programs of all departments to implement the individual learning paths; (philosophy, innovation, economics, psychology);
  • organization of preparatory courses (Pre-Master's programs) for entering the Master's program of NSU;
  • promotion of Master's programs in the educational market in Russia and abroad.

Admission of foreign citizens at Novosibirsk State University in 2011

To assist foreign countries to prepare national professionals with higher education for 2011 a number of state scholarships are allocated for foreign students and compatriots intending to study at federal state educational institutions of higher education. The scholarships are provided from the funds of federal budget for undergraduate, graduate, postgraduate (internship, residency) and doctoral programs.

In 2011, Novosibirsk State University takes part in a pilot project on implementing the instructions of the Government of the Russian Federation of 29.10.2010 № BB-P8-7403 on granting Russian universities priority rights for admission of foreign citizens and compatriots living abroad to study at the expense of federal budget funds.

The decision to conduct a pilot project in 2011 was taken at a meeting of the Interagency Council on Foreign citizens enrolled in educational institutions of the Russian Federation (Protocol of April 15, 2011 N SI-7/05pr). Control figures of the admission within the project are provided under the quotas set by the Government of the Russian Federation of August 25, 2008 N 638

Plan of admission of foreign citizens in 2011 at the expense of federal budget funds was agreed with the Russian Ministry of Foreign Affairs and approved by the decision of the Interagency Council on Foreign citizens enrolled in educational institutions of the Russian Federation (Protocol of April 15, 2011 N SI-7/05pr).

The purpose of the project is geopolitical. It implies implementation of the Concept of State Policy of the Russian Federation in training of national personnel for foreign countries at Russian educational institutions (approved by the President of the Russian Federation on October 18, 2002), the Foreign Policy Concept of the Russian Federation approved by the President of the Russian Federation on July 12, 2008.

The main tasks of the project include:

  • assistance to foreign countries in training specialists for priority sectors of the economy;
  • selection of talented young students to study at Russian universities;
  • promotion of Russian education programs;
  • support for the export of Russian educational services;
  • increase the international authority of leading Russian universities.

As agreed with the Russian Ministry of Foreign Affairs students from 162 foreign countries are to be enrolled in Russian universities in 2011, including students from:

  • 31 countries in Europe;
  • 19 states of the Middle East and North Africa;
  • 45 African states;
  • 25 states in Asia;
  • 23 countries in Latin America;
  • 16 of the CIS and Baltic countries
  • Abkhazia, South Ossetia, Australia, USA and Canada.

List of documents

required for admission to Novosibirsk State University at the expense of federal budget funds The following documents are to be submitted:

  • Application Form with a colored photo of applicant attached;
  • Copy of passport valid for at least 1.5 months from the entry student visa commencement date with clearly readable pages containing identification data for issuing invitation.
  • Copy of medical report of the absence of contraindications to study issued by an official health authority in the applicant's country of residence;
  • Copy of medical certificate of absence of human immunodeficiency virus (HIV) and AIDS issued by an official health authority in the applicant's country of residence;
  • Copy of certificate of education (in Russian) with addendums that include a list of all courses taken and examination (final) results (grades).

To apply for undergraduate or specialist's training program an applicant must submit a document of education that is recognized equivalent to the Russian Federation state approved diploma of secondary (complete) general or secondary vocational education. To apply for Master's program an applicant must submit a document of education that is recognized equivalent to the Russian Federation Bachelor's degree (no less than 4 years of study) or Specialist's degree (no less than 5 years). To apply for the programs of postgraduate professional education (postgraduate studies, internship, residency) an applicant must submit a document of education that is recognized equivalent to the Russian Federation Specialist's degree (no less than 5 years of study) or Master's degree (no less than 6 years).

To apply for doctoral studies an applicant must submit a document of education that is recognized equivalent to the Russian Federation Candidate of Science degree. For training in educational programs of postgraduate professional education applicant must additionally submit:

  • For postgraduate training (internship, residency) - essay on the scientific topic of future research in Russian (1-2 pages of printed text) and a list of scientific publications, if any, as well as at least two recommendations of scientists in Russian or in English;
  • For doctoral studies - scientific paper on the subject of future research in Russian, and a list of scientific publications.

Preferential right of admission to training is provided to candidates, whose estimates (points) in major subjects of chosen specialty are at least 80% of their maximum rate.

Copies of documents submitted must be clearly readable, translated to Russian. Translation of each document must be notarized by the Embassy / Consulate of the Russian Federation in a foreign country or the Embassy / Consulate of a foreign state in Russia. Documents requiring translation or certification may be accepted if their translation and certification is certified (with a seal and signature) by an educational institution.

Documents are to be submitted to the International Relations Department of Novosibirsk State University (no later than on August 5).

In case of approval by Interdepartmental Working Group of the Russian Ministry of Education the International Cooperation Department issues a directive for admission of a foreign citizen and provides the host university with a visa support of the applicant through the Consular Department of the Russian Ministry of Foreign Affairs. The directive for admission is being the basis for the order for the admission issued by the host educational institution. Visa support issues are regulated by the letters of the Federal Migration Service (FMS of Russia) of 05.03.2009, № SK-1/8-2878 and of 24.03.2009, № SK-1/8-4086 to the heads (chiefs) of DFMS, OFMS of Russia in constituents of the Russian Federation where the authority of the RF Ministry of Education on providing visa support to foreign nationals accepted to study in Russian educational institutions at the expense of the federal budget is confirmed. On arrival in the Russian Federation an applicant must have a passport, original documents on education with addendums, medical certificates and some extra photos (4x6 cm) for his\her personal records and registration. An applicant shall bear the expenses of his\her meeting at the airport, travel to place of study and purchase of health insurance in the Russian Federation. Novosibirsk State University assumes no obligation regarding staying the family members and other relatives of the applicant (foreign student) in Russia.
