The Fourth Week of Education “Education without borders” of Shanghai Cooperation Organization (hereinafter SCO) member states took place in Moscow from 6 to 9 November, 2011. The event was organized by the Ministry of Education and Science of the Russian Federation.

The international forum was attended by the heads of educational authorities of SCO member states, representatives of the head universities of SCO University, representatives from SCO observer states as well as SCO dialogue partners.

In the frame of the Fourth Week of Education the following events were held: plenary meetings on the 10th anniversary of SCO member states collaboration in education, meeting of permanent experts working group on educational collaboration , international conference “SCO University as innovation educational structure of interaction of educational systems in multipartite format”.

The central event of the Week was signing of the Charter of the SCO University by authorized representatives of the head SCO universities. The Charter - is, in fact, the Constitution. Therefore, the date of November 7, 2011 can rightly be considered as the official birthday of the University of Shanghai Cooperation Organization.

The Forum participants discussed a wide range of issues aimed at solving strategic problems of unified educational process in the frame of SCO.

Being one of the head SCO universities, NSU accepted students from Kazakhstan, Kyrgyzstan and Tajikistan in 2010 and 2011 to train them in the direction of "Computer Science" under a pilot project. The main attention of the Forum was paid to discussing the issues of the widest deployment of the SCO University activity.

Novosibirsk State University is being the head SCO university in the direction of IT-technologies. Delegation of NSU was led by Rector Vladimir Aleksandrovich Sobyanin. The delegation also included the head of International Cooperation Department E.I. Sagaidak and the head of Educational and Methodical subdivision of NSU Department of Information Technology S.L. Zubkova. As a result of the Week the forum participants have prepared coordinated proposals for further develop cooperation of SCO member states in education.
